The final cost of the Institutional Redress Scheme has been estimated to reach up to 828 million euro.
A minimum of 128 million euro is expected to be contributed from the various religious congregations.
In a report today the Dail's Public Account Committee recommended that the Civil Service should improve its capacity to negotiate on significant issues to match the strength of the opposing side.
This followed a recent High Court decision which awarded the highest amount in damages to a victim of abuse.
One in Four, the group who represent victims of abuse said the deal reached between the State and Religious Congregations is a scandal.
