Is this justice?

Sir - I was moved to tears and utterly appalled by a recent article regarding a father sexually abusing and photographing sexually his adopted daughter since she was eight years old. He also forced his adopted son to abuse this poor child. The young girl in question, now 16, had experienced sexual abuse every single day of her young life.
The sentence? Three years in prison, the last 12 months on condition that this serial abuser keep the peace and be of good behaviour for five years. Is this really justice?
